San Juan Cruise Port Breaks Ground on Modernization of Pan American Pier East
The approximately $45 million project will renew marine and terminal infrastructure while strengthening San Juan’s capacity for large-scale homeport operations.
San Juan Cruise Port (SJCP), in partnership with the Puerto Rico Ports Authority and the Government of Puerto Rico, marked the official groundbreaking for the modernization of Pan American Pier East.
The milestone launches the next phase of improvements within the Pan American District, one of San Juan’s principal centers for homeport operations. The project represents an investment of approximately $45 million and forms part of the broader modernization program being implemented under San Juan Cruise Port’s Public-Private Partnership.
A New Phase for the Pan American District
Pan American Pier East plays an important role in San Juan’s cruise infrastructure, supporting the complex embarkation and disembarkation operations associated with homeport vessels.
Its modernization will address both the marine infrastructure and the passenger terminal, creating a stronger and more efficient facility for cruise lines, travelers, crews, service providers, and the wider port community.
The groundbreaking brought together representatives of the Government of Puerto Rico, the Puerto Rico Ports Authority, the Puerto Rico Public-Private Partnerships Authority, the Legislative Assembly, and San Juan Cruise Port.
Their participation reflected the coordinated public- and private-sector effort required to advance infrastructure projects of this scale.
Modernizing the Pier from Waterfront to Terminal
The project includes the construction of a new seawall extending more than 600 feet, along with the reconstruction of the passenger walkway and the installation of a new passenger boarding bridge.
Improvements inside the terminal will expand the check-in area, create additional waiting spaces, and modernize essential passenger amenities. Restrooms, elevators, and escalators will also be upgraded as part of the comprehensive renovation.
Additional marine and structural work will reinforce the pier and help ensure that the facility meets the operational standards required by the cruise industry.
Together, these improvements will create a more reliable and functional terminal while supporting smoother passenger movement throughout the embarkation and disembarkation process.
Strengthening San Juan’s Homeport Capacity
Homeport operations require more than adequate berthing space. They depend on coordinated passenger processing, baggage movement, provisioning, ground transportation, security, and vessel services.
The modernization of Pan American Pier East is designed to strengthen this entire operational environment. By improving both landside and marine infrastructure, the project will help San Juan accommodate larger vessels and increasingly complex turnaround operations.
A stronger Pan American District also supports Puerto Rico’s position as a leading Caribbean homeport. San Juan’s air connectivity, tourism offering, geographic location, and established cruise infrastructure make it a strategic point of departure for itineraries throughout the region.
Modern facilities are essential to maintaining that position and building confidence among cruise lines planning their future deployments.
A Public-Private Partnership Delivering Long-Term Investment
The Pan American Pier East project forms part of the initial investment program established under the 30-year Public-Private Partnership between San Juan Cruise Port and the Government of Puerto Rico.
Through the partnership, SJCP is advancing a long-term capital program of approximately $425 million to repair, rebuild, modernize, and expand San Juan’s cruise facilities.
This model combines public oversight with private investment, technical expertise, and international cruise port experience. It provides a framework for delivering permanent infrastructure improvements while protecting the port’s importance as a public asset and economic gateway.
The project also creates opportunities for Puerto Rican professionals and construction partners whose work is essential to the transformation taking place across the port.
Building on Progress Across San Juan Cruise Port
The modernization of Pan American Pier East complements the improvements completed at Pan American Pier West and forms part of a broader program extending across San Juan’s cruise districts.
Together, the two Pan American terminals will provide stronger infrastructure for homeport activity while improving the experience for passengers, cruise lines, employees, and service providers.
These investments also generate an impact beyond the port. Homeport activity supports hotels, airlines, transportation companies, restaurants, tour operators, retailers, suppliers, and other businesses connected to Puerto Rico’s visitor economy.
With work advancing at Pan American Pier East, San Juan Cruise Port continues moving forward with a clear objective: modern infrastructure, stronger operations, renewed industry confidence, and lasting value for Puerto Rico.
Cruising together, into the future.
